This has been a truly exhilarating and humbling moment for me and all of us here at Suryodaya Municipality as our municipality has achieved an outstanding feat in the Local Institutional Capacity Self-Assessment (LISA) for fiscal year 2080/081, a recent assessment by the Federal Affairs and General Administration Ministry.
Made public on 2082/05/06 (August 21st, 2025) by the Ministry of Federal Affairs and General Administration, Our Municipality topped Koshi Province among 137 Municipalities and ranked sixth nationwide among all 753 municipalities by scoring 90.50 in the Self-Assessment rankings ultimately, reflecting the dedication and hard work of our entire team and community.
This success isn’t just a number; it’s a testament to our core philosophy, i.e to connect all our work with the Sustainable Development Goals (SDGs). We have meticulously crafted all necessary laws and procedures, and through our disciplined commitment towards our operation under these established frameworks has been the foundation of this success. We’ve also made a conscious effort to identify and learn from our past shortcomings, using those insights to continually improve our work.
Our performance in various assessment areas truly highlights our comprehensive approach to governance:
- Governance Management: 9 marks
- Organization and Administration: 8 marks
- Annual Budget and Planning Management: 8.50 marks
- Financial and Economic Management: 11 marks
- Service Delivery: A high 13.50 marks
- Judicial Work Performance: 7 marks
- Physical Infrastructure: 11 marks
- Social Inclusion: 9 marks
- Environmental Protection and Disaster Management: 8 marks
- Cooperation and Coordination: 5.50 marks
This isn’t our first foray into exemplary performance, and I am certain this won’t be the last. Suryodaya Municipality was previously ranked first nationwide in economic development. Our commitment to long-term vision is further exemplified by the 25-year master plan for roads that we have been diligently working on and the highlighting progress of our master plan in the accessibility of a black topped road across all 14 wards of the Municipality.
Transparency and public engagement are paramount to us. Practices of live broadcast of our executive committee meetings and other public interest programs such as public hearing programs, public disclosure programs and several other programs that are of interest to the public which demands public transparency.
To ensure accountability, we hold public hearings every four months and the active pursue a digitization and “paperless” campaign for the municipality has been actively monitored.
Our citizen service and welfare approach backed with sustainable development goals extends to the well-being of our citizens and environment:
- Consistent efforts towards improving the quality of community schools.
- Declaration of a child-friendly municipality.
- Wards 8 and 9 have already been declared environmentally friendly.
- Actively working towards declaring Wards 7 and 9 as nutrition friendly wards.
- Establishment of Tea testing, promotion and innovation center.
Furthermore, our commitment to health is evident as our health post of Ward 4 of Suryodaya Municipality was ranked first in the district among 41 health posts. We have also achieved the distinction of being second among 753 municipalities in the evaluation conducted by the National Natural Resources and Fiscal Commission. These achievements, especially our consistent high performance, clearly demonstrate that Suryodaya Municipality, with its sustainable vision, is progressing towards the right destination.
This achievement isn’t just the testament of a leader playing it’s role, it’s a testament to the efforts of everyone on the municipal team who played a crucial role in this success which includes the likes of all the elected representatives, Chief Administrative Officer, all Section officers, and every single staff member for their dedication which has made this unrealistic feat a reality.
This achievement inspires us to continue striving for excellence and to keep working towards a brighter, more sustainable future for Suryodaya Municipality and all its residents. Thank you for your continued support!
